This could include buildings with specific storage requirements or complex electrical installations. * **New constructions and renovations:** When new buildings are constructed or significant renovations are carried out on existing buildings, they must comply with the current Building Decree regulations, which may necessitate the installation of a fire alarm system. What is a fire alarm system?
One fire alarm system consists of detectors, manual call points, a central alarm unit, and sometimes notification to a control room. The system detects smoke or heat and activates an alarm signal. In many cases, the system is linked to evacuation alarms or other systems such as smoke extraction or lifts.
Obligation according to the Building Decree
According to the Building Decree 2012, a fire alarm system is mandatory in buildings where the risk of fire or its consequences are greater. Whether you need one depends, among other things, on:
- The building's use (e.g. residential, accommodation, healthcare, education)
- The size of the building (area and height)
- The number of people who can be present simultaneously
- The presence of persons who cannot bring themselves to safety independently
Examples of situations where a fire alarm system is mandatory:
- Healthcare institutions where people sleep
- Hotels and accommodation establishments above a certain number of beds
- School buildings with a usable floor area greater than 500 m²
- Office buildings with a usable floor area of more than 1,000 m² or more than 50 persons
Automatic, manual, or with notification?
The Building Decree distinguishes between:
- Automatic detection: via smoke or heat detectors
- Manual notification: via manual detectors
- Door notification: notification to the Regional Alarm Centre (RAC)
For certain high-risk buildings, or when occupants cannot save themselves, notification is also mandatory. This applies, for example, to care homes or buildings with fire compartments larger than legally permitted.
Maintenance and certification
Is a fire alarm system mandatory? If so, it must:
- are installed according to standard NEN 2535
- maintained annually according to NEN 2654-1
- provided with an inspection certificate (if notification is mandatory)
Maintenance must be carried out by a certified maintenance company. Without a valid maintenance certificate, the insurance may refuse cover for fire damage.
